Pedal-powered Planning

England needs a planning system which works for people, nature and the climate. We’ve got one which designs for car dependency and plans for poor health.

But we can change that if enough MPs support amendments to the Levelling Up and Regeneration Bill when it’s debated in Parliament across November & December.

Cycling UK and partners in the Better Planning Coalition have worked with MPs to improve the Bill through amendments which:

  • Require planning authorities to incorporate walking and cycling infrastructure plans, and rights of way improvement plans, in their local development plans (NC109)
  • Require public authorities to publish a plan to achieve a ‘general health and well-being objective’, which planning authorities have to take into account when making planning decisions
  • Ensure planning policies set by the government and decisions taken by planning authorities are consistent with the net zero target and carbon budgets set under the Climate Change Act (NC110)ª
